Verify the effectiveness of personnel measures
The external environment of an organization is constantly changing.
In order to continue business in any environment, the internal environment must be prepared to adapt to changes. The first step for that is to understand what the current situation is with respect to the organizational goals. Nowadays, it has been getting common, regardless of the size of the organization, that some kind of organizational diagnosis is introduced and personnel assessments are carried out at fixed points.
Next to grasping the current situation, there are steps such as grasping problems and extracting issues, and then implementing and verifying measures as solutions to them. However, "people" are fluid among management resources, and since an organization is a group of people with different career development stages, opinions can be divided on fixed-point observation of personnel measures and indicators for measuring effects.
However, if we are to invest in "people" as management resources for further growth and development, it is necessary to continue to verify and evaluate the return on investment and cost effectiveness of personnel measures using some kind of index.
